Authorities generally expect migrants and asylum seekers to stay one night in the ERMs, and the Panamanian Ombudspersons Office has warned that the facilities are not suitable for long stays.[254] But many stay longer than one night, and some even for weeks, because of ill health, family separation, or lack of money to continue their journey.[255] The Inter-American Court of Human Rights (IACtHR) granted provisional measuresan urgent order to Panamain 2020, as the Covid-19 pandemic was increasing in intensity, to protect the rights to life, health, and personal integrity of people crowded into the ERMs in La Peita and Lajas Blancas.[256] The IACtHR extended the measures in 2021 to the San Vicente ERM and the Indigenous community of Bajo Chiquito.[257] Panama ordered the permanent closure on January 28, 2021, of the ERM La Peita[258]a former storehouse for grains produced throughout the province of Darin.[259] The IACtHR lifted the provisional measures in May 2022, citing a change in the exceptional situation presented by the Covid-19 pandemic and all the actions taken by the State to improve the conditions.[260] However, conditions in the three ERMs that Panama now operates have serious shortcomings, as described below
